Locko was crossing universes before Yoldus began to watch them.

The Watcher can observe the traveler’s pattern but cannot yet explain the permission beneath it: Locko moves between universes by a means that predates Yoldus’s office and remains outside his established law.

Judgment withheld

Authority does not become rightful merely because it is new.

Locko sometimes receives or earns what he carries away. At other times, he simply takes it. Yoldus is aware of this and does not pretend every acquisition is morally clean.

He nevertheless permits the wandering to continue because Locko is fundamentally non-destructive. He has not caused meaningful harm to the universes he passes through, and he sometimes helps people along the way.

Unresolved mystery

The method interests him more than the thefts alarm him.

The Astralith reveals universes, yet Locko traverses them by his own unexplained means. Yoldus has watched but has not approached him, leaving curiosity, caution, and respect for an older freedom in uneasy balance.

Evidence

He crosses universes.

The pattern is real and older than Yoldus’s current authority.

Restraint

He does not destroy them.

Moral ambiguity has not become universe-scale harm sufficient to justify intervention.

Mystery

No one has explained how.

The mechanism, permission, and relationship to the Astralith remain unanswered.
